How to interpret 3C certification and MIIT announcements in specialized vehicle procurement

A common dispute in specialized vehicle procurement is the inability to register vehicles after delivery. This issue typically stems not from the vehicle itself, but from whether the model is included in the official announcement or if the certification information matches the actual configuration.
3C mandatory certification ensures product consistency; vehicles must be manufactured according to the certified configuration. The Ministry of Industry and Information Technology (MIIT) announcement determines whether a model can be registered. Without both, vehicle usage will be restricted. Procurement parties should require suppliers to specify the MIIT-announced model in the technical agreement and provide accompanying documents matching the actual vehicle at delivery.
Pay special attention to modifications. Changes to the cabin, equipment, or structure that fall outside the scope of the announcement may affect overall vehicle consistency. Confirm during the planning phase whether proposed modifications are permitted, rather than discovering issues at acceptance.
During acceptance, verify item by item: match the vehicle nameplate, certified model number, certification details, and on-board documentation against the actual vehicle configuration. Record the verification results in the acceptance log; these records are required for insurance processing, license plate registration, and annual inspections.
